I remembered from an archaeology class in college that table forks weren't used in England until the 1600s. I did a little Googling and found that they were used earlier on continental Europe, but the accepted view seems to be not before the 11th century AD or so.
Of course that only means that earlier examples weren't found. But it does seem suspicious to me that Roman "Swiss Army Knives" with forks are popping up everywhere when no regular Roman forks have been found. This is pure speculation, but if Napoleon's troops used folders like that, it might explain why they're being found all over Europe. Of course, that would mean they're 200 years old and not 2000.
