How do I make or resharpen nail cutters?

My uncle who is a ferrier, does not make much money and has to spend a good deal of it buying new nail cutters or sending his old ones in to get them resharpened. How could I make some for him or resharpen them for him? Would it be the same process as sharpening a knife? I noticed that the nail cutter he had was dull enough to perhaps need another heat treatment so one could refile it in any amount of time. Any suggestions? I've looked on the web but could'nt find any recources on how to make the nail cutters. From what i can tell it is much like making tongs?

Where are you located? Some suppliers offer rebuilding services for some trimmers . Check with Pieh tool.

Tanner: I crawled under about one thousand head of horses a year and had to touch up my GE nippers rarely.If you do get a little rock chip or get a tiny bit dull from really hard feet, you use a diamond hone on the INSIDE bevel of the nippers. Keep the outside of them flat!!! Had them rebuilt twice in about twenty five years. You might want to see about getting your uncle a GOOD pair of nippers.If one considers the number of head you can trim trouble free with a good pair,they are the least expensive tool in your box. Rasps are the expensive item per head. I have been out of business for a long time and don't know current brands,but ask around and buy the BEST.
Trimming thousands of horses with one pair of $150(Or maybe more now)nippers is pretty cheap trimming per head.
