It looks like a rivet setter?

Might be... however it has the hole in the end and a cross drilled hole that might suggest it is a monkey tool as well???

Well, NOW its a monkey block, but that was definitely sold as a rivet set. I have some like it- Boeing used to buy these by the thousands.
The long hole is to knock the sheet down snug against the rivet head.
The domed hole, obviously, is to set the end of the rivet.
Yours is a Number zero size- here is a link to new ones from Osborne.
