A while back I picked up an old flat belt step pulley at an antique shop for a few bucks. A friend wanted a hook made from 1" X 1/4" flat bar. The top step was the right diameter. Clamping the pulley to my bench and fiddling with a wrench in the shaft hole I was able to grab the hot flat bar and bend it around the pulley.
To make things simpler I welded a piece of round bar and square bar to a 3X3/8" flat bar. The round bar, flat bar, and slightly oversized key I made were all press fit onto the pulley. If it doesn't hold up I will drill out the stripped set screw and insert a new one.
