I found this item on the road and wanted to know if anyone here knows what this might be or might be used for.

I'm gonna guess, as I do love the "what is that tool" game.

I'm going to say you hook the end hook and use it to lever a eye on a strap with the hook coming off at right angles. Maybe to tighten a chain on a truck tire or to tighten the strap on a load?

just a guess.
