So I am working on a knife currently and the handle is layers of wood and steel (questioning the wisdom of this design decision). I have a lot to grind off of the steel layers, but am not wanting to dip the wooden portion of the handle into water to cool. I'm just concerned withhow hot it was getting that the temper or epoxy may get compromised. Any suggestions on methods of cooling or just not letting it get too hot as i work it?

New sharp belt and keep it cool. I do dip my handles in water if they start to warm up. It's more important to keep the epoxy from heating up then it is to keep the wood surface dry. Which you'll probly be grinding away the damp layer anyway. That or do it by hand with a file.

Another way to approach this is to remember that you don't necessarily have to dip the blade completely into the water to cool it due to heat transfer.  If you're like me and have trouble concentrating on multiple things at once, while concentrating on the grinding, you forget about dunking it in water after each pass and let it get too warm, just pay attention when you do dunk it and avoid getting the handle wet.
