Here's what I ended up doing with this forge burner.

First I tried installing a needle valve after the ball valve to help meter the fuel. It helped a little, but it was still running kind of rough. I then added a plenum which REALLY smoothed things out.

Fuel delivered into the T without a nozzle.

After I got a steady burn out of it I reconfigured the pieces into the best configuration which is shown in the drawing. Now the forge shoots out a spray of multicolored confetti!

Yes that reducing bell is galvanized but it's only temporary.
