A mechanical hammer isn't hard to build once you know how they work. A Kinnyon style pneumatic utility hammer is also well within a competent fabricator's skill and plans are available pretty commonly. Building a self contained pneumatic like a Nazel, Kuhn, etc. is tougher by an order of magnitude but still not out of reason.
How much skill do you have as a fabricator? Can you work close tolerances? A power hammer embodies a LOT of power so it must be made right or it can do serious or even mortal damage to the operator or even bystanders.
